Directorate of Livestock and Fisheries Development

  • To formulate state level policies, acts, rules, standards, procedures, etc. related to livestock and fisheries development.
  • To formulate budget and program related to livestock and fisheries development and submit it to the higher body for approval.
  • To develop, expand and promote livestock and fish value chain.
  • To monitor and evaluate the programs run at the state level related to livestock and fisheries development.
  • To regulate / prepare matters related to livestock and fisheries sector.
  • To manage, document and disseminate state level data and information related to livestock and fisheries development.
  • To manage the natural calamities and disasters at the state level and to control the epidemics of livestock and fish and to coordinate with the federal and other states as required.
  • To manage buffer stock of medicines, vaccines and control equipment / materials required for epidemic, disaster management and disease control.
  • To coordinate and cooperate with the agencies and branches related to livestock and fisheries development at the federal and local levels while conducting state level programs related to livestock and fisheries development.
  • To formulate provincial standards for the extension of animal services.
  • To carry out technical, administrative and financial management work of the Directorate of Livestock and Fisheries Development and its subordinates in accordance with the prevailing law.
  • Necessary coordination with research centers and agencies.
  • To implement the circular instructions and opinions received from the concerned provincial ministries including the federal and local levels and to give necessary instructions to the subordinate bodies for the same.
  • To give necessary instructions to the subordinate bodies in matters related to technical, financial administration and other offices.
  • To evaluate the performance of the employees of the subordinate bodies, to approve the leave except for the duties of the office heads.
  • To receive complaints from the service recipients within the jurisdiction of the subordinate offices regarding the services provided by the concerned offices and to investigate and give instructions to the concerned bodies.
  • To make the Heads of Subordinate Offices accountable for the progress of the targeted work signing MoUs.

1.1 Livestock Production and Market Promotion Branch

  • To formulate, implement and monitor various programs related to livestock production and promotion at the state level.
  • To formulate state level policy, Norms, rules, standards, working procedures etc. related to livestock production and business promotion.
  • To coordinate with the livestock related bodies or branches at the federal and local level as per the need while conducting programs related to livestock production and business promotion at the state level.
  • To conduct commercial livestock development programs on the basis of feasibility at the district or local level where physical infrastructure (roads, communication, electricity and markets) have been developed.
  • To assist / cooperate in the work related to the breeding of livestock through natural and artificial insemination at the state level.
  • To carry out work related to identification, protection and utilization of genetic resources of livestock.
  • To manage / compile state level statistics related to livestock production and market.
  • To conduct study, research, development and expansion of livestock production and market at the state level.
  • To improve grazing, development of pastures, grazing and promotion of grassland.
  • Facilitate the development and expansion of livestock and grassland resource centers.
  • To coordinate with the cooperatives / institutions and other stakeholders working for livestock production and market promotion.
  • Work related to the use of agricultural by-products used in animal feed / nutrition.
  • To develop and promote livestock industry business at the state level.
  • To determine and regulate breed quality at the state level.
  • Facilitate and promote livestock loans and insurance.
  • To co-operate with governmental and non-governmental sectors in the animal service programs to be conducted under the province.
  • To raise awareness for the promotion, production, processing, storage, sale, distribution and consumption of clean, healthy and quality livestock and animal products.
  • To implement / enforce the prevailing rules and regulations related to environment protection related to livestock and fisheries business.

1.2 Branch of Animal Health, Epidemiology and Regulation

  • To formulate state level policy, act, rules, criteria, working procedure etc. related to animal health.
  • To formulate, implement and monitor various programs related to animal health run at the state level.
  • To coordinate with the livestock related bodies or branches at the federal and local level as per the need while conducting livestock health related programs at the state level.
  • To carry out surveillance, investigation, control and investigation of animal diseases related to public health and economically important.
  • Formulate / implement programs for surveillance, investigation, control and eradication of zoonotic diseases.
  • To carry out the necessary work related to one health including reduction of antibiotic resistance and to act as the official provincial technical body for animal health.
  • To operate and regulate veterinary services at the state level.
  • To regulate the quality of the products used in animal husbandry (medicines, biological substances, hormones, pesticides), animal poultry hatcheries and other livestock industries in accordance with the prevailing laws.
  • To manage disasters including livestock epidemics and outbreaks.
  • To manage buffer stock of medicines, vaccines and control equipment / materials required for epidemic, disaster management and disease control.
  • Necessary work will be done to implement the national disease control program run by the federal government at the state level.
  • To prepare and implement contingency plan for the investigation, control, prevention and eradication of livestock diseases for implementation at the state level.
  • To participate in coordinated animal health research in coordination with Nepal Agricultural Research Council and other research associations / institutions.
  • To manage provincial animal disease and location information system.
  • To do / get necessary work related to animal welfare.
  • To prepare regional details for the reporting of livestock (including wildlife), fish, bee diseases and conditions in the international and regional organizations including the World Animal Health Organization of which Nepal is a party.
  • To analyze the risk of animal diseases at the state level.

1.3 Fisheries Development Branch

  • To formulate state level policy, N, rules, standards, working procedures etc. related to fisheries development.
  • To formulate, implement and monitor various programs related to fisheries development at the state level.
  • To coordinate with the federal and local level livestock and fisheries related bodies or branches as per the need while conducting fisheries development related programs at the state level.
  • To work related to the identification, conservation and utilization of fish genetic resources.
  • To carry out work related to fish breed improvement.
  • To collect, analyze, manage and disseminate other data related to fisheries including government and private fish hatcheries and nurseries operated at the state level.
  • To carry out work related to fisheries feasibility study / survey in natural reservoirs (rivers, streams, reservoir lakes, solution and boundary areas etc.) at the state level.
  • In accordance with the prevailing law, necessary work will be done to increase the natural production while maintaining aquatic biodiversity in the natural reservoir at the state level.
  • Necessary work will be done at the state level to address the social / economic aspects of the community dependent on fish and other aquatic products produced in natural reservoirs.
  • To coordinate among the stakeholders including the associations / institutions related to fisheries development at the state level.
  • To work for the development and expansion of latest technologies related to fish and aquatic animal husbandry / management at the state level.
  • To carry out post-harvest and market management of fish and aquatic biological products at the state level.
  • To carry out fishing related work in cold and warm water at the state level.
  • To carry out study, research and other works as per the need in various fields of fisheries development.
  • To carry out regulation work related to quality fish production, distribution and processing management.
  • To carry out work related to control of fish disease at the state level.

1.4 Administration Branch

  • To work related to the staff administration of the Directorate of Livestock and Fisheries Development.
  • To conduct administrative work including commodity and store management of the Directorate of Livestock and Fisheries Development.
  • To carry out the work related to the accounting and management of the Directorate of Livestock and Fisheries Development.
  • To carry out other works related to manpower management of the Directorate of Livestock and Fisheries Development and its subordinate bodies.
  • To implement the circular instructions and opinions received from the concerned provincial taluk bodies including the federal and local levels and to give necessary instructions to the subordinate bodies for the same.
  • To give necessary instructions to the subordinate bodies in matters related to technical, financial administration and other offices.
  • To evaluate the performance of the employees of the subordinate bodies, to approve the leave except for the duties of the office heads.
  • To receive complaints from the service recipients within the jurisdiction of the subordinate offices regarding the services provided by the concerned offices and to investigate and give instructions to the concerned bodies.
  • To make the heads of the subordinate offices responsible for the progress of the work by signing performance agreements. To develop the process of linking their performance evaluation with the progress of performance agreements.
